Inadequate food consumption level reached its historic peak in Yemen during 2025, according to a recent report published by World Food Programme (WFP).

The report added that all credible sources – including IPC, FEWSNET, Hunger Hotspots and Global Hunger Index – categorized Yemen among the most food insecure countries globally.

In November 2025, 61% of surveyed households nationwide struggled to meet their minimum food needs, including 35% facing severe food deprivation.

This is further compounded among Internally Displaced People (IDP) and female-headed households.

The report noticed that severity of hunger remains higher in Houthi rebels controlled areas than in Internationally Recognized Government’s (IRG), with more households facing moderate to severe hunger (32% vs. 25%), resorting to crisis or emergency coping strategies (66% vs. 58%), and restricting adult consumption in favor of children (49% vs. 44%).

The report found that damage to Red Sea ports infrastructure and reduced capacity continued to constrain imports via Houthi rebels’ controlled ports. Between January and November 2025, Red Sea ports saw a notable decline by 13% in food imports and 28% in fuel imports compared to the same period in 2024.

The report concluded that as of 18 December 2025 Yemen Humanitarian Needs and Response Plan was only 24% funded, compared to 56% coverage in 2024. During 2025, and that the crippling funding crisis is compelling WFP to strictly priorities assistance as of early 2026, reducing the number of beneficiaries in IRG areas from 3.4 to 1.6 million. In Houthi rebels controlled areas, all WFP activities remain paused.
