As the 44th anniversary of the General People's Congress (GPC) approaches on August 24, the party is reflecting on a pivotal era in modern Yemeni political history. Founded on August 24, 1982, under the leadership of President Ali Abdullah Saleh, the GPC emerged as a comprehensive political framework designed to unify diverse social and political forces under a national project grounded in the principles of the National Charter, state-building, and the reinforcement of the republican system.

Over more than four decades, the GPC has been intertwined with critical junctures in Yemen's history, from establishing state institutions and expanding development projects to achieving Yemeni unification on May 22, 1990. During its leadership, the party oversaw significant projects in education, health, infrastructure, telecommunications, ports, and airports, alongside the transition to a multi-party system and the conduct of elections, solidifying the ballot box as a mechanism for political participation and power transfer.

Beyond its role as a ruling party, the GPC evolved into a broad political and social umbrella, encompassing various figures and factions by leveraging the flexibility and centrism of the National Charter. The party navigated a long political journey marked by numerous crises, most notably the events of 2011 and the subsequent political settlement leading to a power transition in February 2012. The situation grew more complex with the Houthi militia's takeover of state institutions in September 2014.

Currently, the GPC faces multifaceted challenges, including restoring its organizational unity, consolidating decision-making centers, reforming its leadership structure, and rebuilding its popular base. It must also develop a political discourse that aligns with contemporary changes and dynamics. Crucially, the party needs to re-evaluate organizational and political practices that weakened the bond between its leadership and grassroots, such as the assumption of guaranteed loyalty and the need for balanced attention to its cadres and members, rather than co-opting individuals from other political entities at the expense of loyalists.

In this context, the GPC's base is looking towards Ambassador Ahmed Ali Abdullah Saleh, the party's Vice Chairman, as a figure capable of contributing to the GPC's reorganization and cohesion. Expectations for his political role have heightened following the lifting of UN sanctions against him, with hopes that his presence will unify ranks, reactivate party institutions, enhance engagement with national forces, and foster broader regional and international political channels to serve the national cause and restore state institutions.

The aspirations linked to Ahmed Ali Abdullah Saleh extend beyond the GPC's organizational aspects to potentially shaping a wider political role for the party. Yemen requires forces capable of building consensus and opening avenues for dialogue and national reconciliation. This necessitates the GPC's re-establishment as a civilian political organization committed to pluralism, peaceful power transfer, state-building, equal citizenship, and the unity and integrity of Yemeni institutions, drawing on its historical experience while avoiding past mistakes.

On its 44th anniversary, the GPC stands at a critical political juncture. Preserving its legacy now depends on building a new future for the party and for Yemen. While its base anticipates a more active role for Ahmed Ali Abdullah Saleh in reunification and resurgence, the GPC's capacity to overcome divisions, renew its leadership, empower its youth, heed its loyal base, and engage with national forces will determine its future position. In a nation ravaged by war and division, the revitalization of political parties, particularly the GPC, could be a crucial step towards decisive action and the restoration of the state.
