Two individuals were killed in separate incidents by armed tribesmen in the Harf Sufyan district of Amran Governorate, a region under the control of the Houthi militia. Local sources reported that Mubarak Ali Hadi Suleiman was shot and killed in front of his home in Harf Sufyan. In a separate incident within the district, Abdo Ahmed Matar Maqal was killed by tribal gunfire. Both victims are identified as residents of the area. These incidents occur amid a rise in local disputes and armed conflicts, some of which are suspected to be related to disagreements over land and property. This escalation is occurring in the absence of effective judicial and law enforcement functions in Houthi-controlled territories. Several areas under militia control are experiencing an increase in armed conflicts and inter-citizen violence. Factors contributing to this trend include poverty and escalating disputes over land and inheritance, compounded by the lack of state institutions and the diminished capacity of judicial and security bodies to enforce the law and protect citizens. |
